The European Standard EN 1494:2000+A1:2008 lays out the safety requirements for mobile lifting equipment. All these products that include mobile or moveable jacks and any accessory lifting equipment that are in any way pose any type of significant hazard whether these are used or intended to be used under the conditions set by the manufacturer. The technical measures related to equipment that operate under load, in singularity or multiplicity to raise and lower loads or vehicles, partially or totally, at a points where working at a raised load is not allowed unless additional measures to secure the load are in place, are all come under the specific standard of EN 1494:2000+A1:2008.
The manufacturers that deal in mobile equipment and related accessories need to ensure that all the products fulfil the safety requirements mentioned in the directive EN 1494:2000+A1:2008. For this purpose, a notified and nationally accredited body is to be contacted and involved in the process of manufacturing from initiation of design to assembly of end product and the functioning of the singular parts to the functioning of equipment as a whole. CE Certification corresponds to an assessment procedure for the machinery mentioned in Annex IV of Machine Directive. Only after the manufacturer undertake this conformity assessment procedure he would be able to sign the declaration of conformity to place the product in the market in the national and global markets with essential safety marks as is provided through this directive.
The Annex IV of the Machinery Directive includes the EC-type examination of Machinery and related equipment that pose high risk of hazardous accidents as provided by the accredited bodies in Germany, France, Netherlands and Sweden:
- Machinery that is used to lift people or goods that are at a risk of falling down to a height of 3 meters and includes:
- Building lifts with speed up to 0.15 meters per second or for cleaning of roof glass or façade
- Stationary lift platforms
- Mobile working platforms
- Retrieval and storage that is lifts connected to cranes and windmills.
- Lifts used for vehicles service
- Garbage trucks lifts
- Lifts used in underground working
- Specific machinery used in woodworking and forestry
- Protective equipment against roll-over and falling objects
- Logic and safety devices that guarantee safe functioning
- Injection and compression molding machinery that involve manual loading/unloading
- Specific equipment used in metal forming and cutting such as saws and presses
- Moveable guards or removable mechanic transmission devices used in specific machinery.
The standard does not include the following:
- Stability of the mobile lifting equipment
- Environment related conditions such as strong magnetic fields or extreme weather conditions or operating under special conditions as mines or explosive atmosphere
- Producing and decommissioning hazards or using equipment on public roads or at sea ships
- The loads that involve dangerous stuff as molten metals, acid, radiations brittle loads or any contact with food stuff.
- When the operation involves electrical networks where quantities such as voltage, etc. differ than those in public supplies or in static electric problems conditions
- Operation in which power drive is by an internal combustion machine or involve wind pressure in and out of use.
