The CE marking of construction products is regulated by Construction Products Regulation (CPR) 305/2011.
The CPR lays down the tests the product must undergo but does not specify the minimum performance value for the products. The CPR ensures that a trustworthy performance related data is made available for the construction products, which are being placed in the European Market, through Declarations of Performance.
The Construction Products Regulation demands that 7 basic requirements should be fulfilled by all construction works (i.e. civil engineering works and buildings). These are:
- Health, hygiene and environment
- Feasible use of natural resources
- Protection against noise
- Safety in case of fire
- Heat retention and energy economy
- Mechanical stability and resistance
As per CPR, if a harmonized standard exists for a construction product then the product has to be assessed using that standard. But, the products for which no harmonized standards exists, can be CE marked using a European Assessment Document (EAD) which will consist a section listing the mandatory tests and thus serving the same purpose as that of a harmonized standard.
